. .

£Æ-/?

April 26, 2005

The purpose of the IR District is specified in Section 17.1 of the Zoning Ordinance as
follows:

To promote viable industrial areas by providing a district for the location of
selected industries, wholesale establishments, specified retail establishments,
and heavy commercial uses which can congregate together without offense to
each other or to neighboring districts, yet which, because of the nature of their
operations, cannot maintain standards as high as those required in the IP
District. The zoning district is intended to preserve land for a wide range of
industrial uses by limiting office uses.

Nowhere in the purposes is mentioned anything about high schools. It is absolutely clear that
the purpose is to promote a "wide range of industrial uses." The high school does not fit the
listed criteria. That public use is pennitted under Section 17.2 does not negate the expressed
purpose for the IR District under Section 17.1.

6. Adding a school at this location diminishes the value and use of surrounding properties.

The additional traffic, the safety issues, the inability to monitor students before and after
schooL and the inconsistent zoning will substantially diminish the value of my property,
limiting the property's attractiveness to potential buyers. Would the City feel compelled to
limit potential industrial uses because a high school is across the street? Would other
regulators limit potential industrial uses because a high school is across the street? Would
the owner of an industrial business be less inclined to purchase my property with 400 high-
school students across the street?

.-\ccordingly. I and FP International strongly urge the City to overturn the issuance of the Use
Pcrmll for High Tech High Bayshore.

Sincerely.

~.
