<br />ICMA TO HOST MILITARY BASE REALIGNMENT/CLOSURE WEBCASTS
<br />
<br />The International City/County Management
<br />Association (ICMA) is hosting a series of three
<br />webcasts focused on base realignment and clo-
<br />sure (BRAC) topics for local government officials
<br />and others that may be impacted by forthcoming
<br />base closures set to be announced on or before
<br />May 16.
<br />
<br />Sponsored by AIG Environmental, the webcasts
<br />are designed to assist local governments and
<br />communities understand the BRAC process by
<br />sharing the successes achieved and obstacles
<br />faced by city managers, federal environmental and
<br />defense officials, and private sector experts in the
<br />cleanup and redevelopment of closed military
<br />bases. If you are a city/county manager, economic
<br />development director, public worKs director, gen-
<br />eral counsel, local government official, or a private
<br />consultant worKing on behalf of a local government
<br />facing the possibility of base realignment, these
<br />programs are designed specifically for you.

<br />The first webcast, "BRAC 05: Expecting the
<br />Unexpected - Planning for Closure, Cleanup, and
<br />Reuse," will be held on June 14 from 11 a.m. to
<br />12:30 p.m. PST, and will include an overview ofthe
<br />BRAC process, realignment versus closure,
<br />identifying resources and assistance, and planning
<br />for reuses that are consistent with the needs and
<br />objectives of the community. Speakers for this
<br />webcast will consist of David Limardi, city man-
<br />ager, City of Highland Park, III., Patrick O'Brien,
<br />director, Office of Economic Adjustment, U.S.
<br />Department of Defense (invited, not confirmed),
<br />and Harry Kelso, chief executive officer, Base
<br />Closure Partners. Ann Davlin of AIG Environmental
<br />will be moderating.
<br />
<br />Following that program, on July 26, the second
<br />installment will take place - "BRAC 05: What You
<br />Don't Know CAN Hurt You - The Basics of
<br />Cleanup and Reuse." Again scheduled for 11 a.m.
<br />PST, this seminar will provide a thorough under-
<br />standing of the interactions between stakeholders,
<br />property transfer mechanisms, and managing
<br />contamination issues. Topics to be discussed
<br />include due diligence on property, infrastructure,
<br />and contamination, public sales, environmental
<br />
<br />insurance, and other noteworthy issues.
<br />
<br />On September 13, the third and final webcast
<br />will take place. Entitled "BRAC 05: The Good, the
<br />Bad, and the Expedited - Trends, Tools, and
<br />Challenges,. this webcast will be sponsored by
<br />Lennar-LNR and will discuss early transfers,
<br />conservation conveyances, public sales, land
<br />use controls and management tools, and related
<br />topics. This seminar will also be conducted from
<br />11 a.m. to 12:30 p.m. PST.
