<br />~-: / ¿)-/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor an~ City Council <br />From the City Manager <br /> <br />May 23, 2005 <br /> <br />Subject <br />Temporary Labor Services <br /> <br />Recommendation <br />By Motion, approve amendment to the agreement with Bay Span, Inc. of Vallejo, CA, to <br />extend the agreement through December 31,2005 and increase the not-to-exceed amount <br />of the agreement to $190,000.00. <br /> <br />Background <br />On April 30, 2005, the City Manager approved an agreement with Bay Span, Inc. for <br />temporary labor services in the amount of $60,000 through June 30,2005. <br /> <br />The Public Works Services Department utilizes temporary labor services to fill short term <br />gaps in full-time regular employee positions that are created by budget reductions and or <br />seasonal peaks in work load. <br /> <br />The original agreement was approved by the City Manager for $60,000 which included <br />temporary labor to supplement the streets subprogram for seasonal leaf vacuum and the <br />paving crew which has been reduced to four regular employees (from eight in 02-03) for <br />FY 04-05. This temporary labor was approved by Council in the FY 04-05 operating <br />budget. <br /> <br />The needs of the department have increased to cover vacancies in both water and sewer <br />operations and maintenance. Water has two vacancies and is in the process of <br />determining the needs for hiring. Sewer has a Workers Comp injury that has the regular <br />position on hold until the worker's return-to-work status is resolved. Using temporary labor <br />to fill these interim needs was not included in, and will exceed the amount of, the original <br />agreement. The department needs to increase the amount of the agreement in order to <br />continue the use of temporary workers for the current fiscal year. <br /> <br />Additionally, staff has negotiated with Bay Span, and the vendor is agreeable to increase <br />the estimated quantities of temporary labor at the existing agreement unit prices and <br />extend the time of the agreement from June 30, 2005 through December 31, 2005. <br /> <br />Alternatives <br />Alternatives to the temporary labor include: <br />. Do not approve the amendment and do not perform the work <br />.
