In June, 2003, the Redevelopment Agency/City
Council appropriated an additional $5,250,000 for the Courthouse Façade as part of the
2003-2004 Downtown Funding Plan.

The firm of DES Architects & Engineers (DES) was contracted to start the design
process, and has completed Phase I, which was the "Basis of Design", for an amount of
$54,000.

Phase II, the "Preparation of Construction/Demolition Drawings," was completed by
DES in March 2, 2005, for an amount of $316,900.

Phase III, "Architectural Construction Services". The estimate to provide construction
support services by DES is $100,000 plus reimbursables (primarily printing and
copying). This is considered a reasonable estimate for the work to be performed. DES
will be responsible for reviewing submittals and samples in conformance with the
approved set of Plans, and Evaluation of the sculpting process of the special
reconstruction features required by the Project. DES will also review and respond to
Requests for Information (RFI) from the Contractor. Their support will encompass
architectural, structural, electrical, and plumbing consulting until project construction
completion.

The total Aqreement amount for architectural services is:
Phase I 54,000
Phase II 316,900
Phase III 100.000
470,900

-1-
