Council <br />stated that the Plan expaf1ds lhe downtown core and creates a better retail <br />environment, 'economic opportunity, and a heightened sense of safèty and <br />security due to the parking being extended outward. Signage coordination is <br />absolutely critical, encouragement of pedestrian and bicycle friendliness was <br />expressed and the need to be flexible as the Plan will be a dynamic document <br />changing as the needs for downtown change. <br /> <br />Recommendation: <br />Received the Downtown Parking Management Plan ("The Plan") and provided <br />input and direction related to the plan in anticipation of introduction and <br />consideration of appropriate ordinances and resolutions on July 11, 2005 <br />necessary for the implementation of recommended changes. <br /> <br />9. MA TTERS OF COUNCIL INTEREST <br /> <br />A. Legislation (information only) - This sub-section involves possible discussion <br />of City Position on Proposed Legislation described in the League of California <br />Cities Priority Focus Bulletin No. 20-2005. Bay Area Water Supply and Conservation Agency and San Francisco Bay <br />Area Regional Water System Financing Authority <br /> <br />Mayor Ira stated that Richard Claire has served on both boards of directors and <br />requested Council's support to appoint him to serve for the two four-year terms <br />commencing on July 1, 2005. <br /> <br />Recommendation: <br />Hartnett/Pierce to appoint Richard Claire to the four year appointments to the <br />boards of directors of the Bay Area Water Supply and Conservation Agency <br />(BAWSCA) and San Francisco Bay Area Regional Water System Financing <br />Authority (RFA), commencing July 1, 2005. The motion passed by a <br />unanimous voice vote. MINUTE ORDER 05-103 <br /> <br />C. Mayor Ira - stated that various developers have expressed interest in converting <br />apartments to condominiums. He stated that the cities having implemented <br />housing conversion are increasing the stock of ownership units and there is <br />always a 15% dedication to low and moderate housing.
