At that time
Chaudhary was asked to take over the surveying tasks from Mark Thomas and
Company, the designer of record for this project. From the beginning of the project in
March 2003, up to the time Chaudhary took over, Mark Thomas already expended
$258,900 on surveying. This brings the total for surveying tasks to $354,777.60 to
date. The construction value for this contract stands at $13,796,822, which makes
surveying expenditures 2.6% of construction costs.

In accordance to the standard specifications, the Contractor has the right to request
surveying services to locate everything that he has to build. The level of services that
contractors request for this service varies, depending on the complexity of the job and
the contractor willingness to take on more liability for laying out the project. In this
case, the Contractor has requested the maximum possible surveying service increasing
survey costs beyond what was originally budgeted.

Chaudhary is requesting an additional $75,000 to complete the ,project. This will put
the overall budget for surveying to $429,777 or 3.1 %. This ratio is on the high side but
still acceptable for such a complex highway project with bridges.

Alternative
Council can choose not to issue Amendment No.1 to this contract, which will delay the
completion of construction and, subsequently, a delay in project delivery.

Page1of2
