Four (4) bids were received for the 2004-2005 Slurry Seal Project, and are summarized below: Rank Contractor Amount 1. 2. 3. 4. $439,356.00 $468,807.70 $477,049.39 $525,384.22 $472,928.55 The average bid of $472,928.55 is 72% over the Engineer's Estimate of $275,000 for the cost of construction, and the low bid of $439,356 is 60% over the Engineer's Estimate. The bids for this years' Slurry Seal Project are higher than the engineering estimate, and substantially higher than last years' bid prices, for several reasons, but mainly because of the increase in material costs. This year there was a large (57%) increase in the cost of the slurry seal emulsion over last year. There was also a significant (51 %) increase in the cost for the application of the slurry seal, which we believe is related to the fact that this project was to be done late in the year, when several contractors are already "booked" for the remainder of the season. Additionally, there was a substantial increase in cost over last year for the removal and replacement of the roadway striping. Alternative Approve the contract document and award the contract for the 2004-2005 Slurry Seal Project to the lowest responsible bidder, California Pavement Maintenance Co., Inc. of Sacramento, CA, for their low bid of $439,356.10. .
