I <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />October 3, 2005 <br /> <br />Subject <br />Approval of Plans & Construction Documents - 5th Avenue Pump Station Emergency <br />Work <br /> <br />Recommendation <br />Approve Plans and Construction Documents prepared by BKF Engineers, related to the <br />Emergency Work within the Harbor Village Mobile Home Park. <br /> <br />Background <br />In July of 2005, residents of the Harbor Village Mobile Home Park informed City <br />Engineering staff that several sink holes were developing adjacent to their homes. City <br />Engineering staff as well as Public Works staff inspected the site, because the locations <br />as described were in the area of an existing storm drainage easement. Consequently, <br />the two sinkholes were forming above an existing storm drainage outfall pipe, which <br />discharges stormwater from the 5th Avenue Pump Station. Further inspection of the <br />pipe indicated that the sinkholes may be caused by offsets or disconnects in the 42" <br />reinforced concrete pipe (RCP), and/or failure of a portion of a retaining wall, which is <br />constructed and owned by the Harbor Village Mobile Home Park. <br /> <br />On September 12, 2005, City Council authorized the expenditure of Public funds to <br />allow Power Engineering Contractors to repair and replace the Storm Drainage Outfall <br />Pipe. BKF Engineers have been working quickly to produce the Plans & Specifications <br />for Power Engineering Contractors for their use in performing the Emergency Work. <br /> <br />Alternatives <br />Do not approve the Plans and Construction Documents, and allow Power Engineering <br />to do Emergency Work without City/Engineering Standard guidelines. <br /> <br /> <br />Fiscal Impacts <br />There are no Fiscal Impacts to the City for this action. \ <br /> <br />~ ~...
