~£.4-/

REPORT

To the Honorable Mayor and City Council
From the Ci Mana er

October 3,2005

Subject
Final Acceptance - 2004-2005 Sewer Main Replacement Project

Recommendation
Accept the 2004-2005 Sewer Main Replacement Project, and authorize the release of
bonds and retention,

Background
As part of the annual Collection System Replacement Program, areas that have a
history of service disruption due to poor pipe conditions, excessive or difficult
maintenance requirements, and/or capacity limitations, are improved.

This year's improvements include the rehabilitation of 30 manholes, 3,377 linear feet of
sewer main on EI Camino Real using the trench less lining method, and 4,205 linear feet
of sewer main on Quartz, Ruby, Sapphire, and Topaz Streets, from Jefferson Avenue to
St. Francis Street, using the open-excavation method.

Due to traffic constraints, the trench less method was used for the sewer main on EI
Camino Real. The sewer mains on the other streets were deteriorated beyond the lining
capability of the trench less method. Therefore, the traditional open-excavation method
was used to replace the main.

On March 28, 2005, the City Council awarded the construction contract for the 2004-
2005 Sewer Main Replacement Project to McNamara & Smallman Construction Inc. of
Livermore, CA, for the amount of $886,172.00.

The project has been successfully completed in accordance with the plans and
specifications for a total cost of $818,174.86. Three Change Orders were issued for a
credit of $67,997.14. The credit was mainly attributed to a large number of sewer
laterals along EI Camino Real that were found to be inactive, and not in need of
rehabilitation.

Alternative
Do not accept the 2004-2005 Sewer Main Replacement Project, which will leave the
project unresolved and delay next year's Sewer Main Replacement Project.
