06/27/2011 <br /> 2.22 --City Attorney. The City Attorney of the City of Redwood City, or the designee of <br /> the City Attorney. <br /> 2,24— Construction. Beginning of construction shall mean the incorporation of labor <br /> and materials within the foundation of a building. <br /> 2,25 Commission. The Planning Commission of the City of Redwood City. <br /> Condominium. A building. or group of buildings. in which units are owned individually, <br /> and the structure. common areas and facilities are owned by all the owners on a proportional, <br /> undivided basis. Includes development in which the individual owns land directly below the <br /> "footprint" of a unit. and all other land within the project is owned in common. Includes a <br /> condominium project, community apartment project. or stock cooperative. as defined in <br /> California Civil Code Section 1351. <br /> 2,26 Council. The Council of the City of Redwood City. <br /> Cultural Institution (land use). A nonprofit institution displaying or preserving objects of <br /> interest in one or more of the arts or sciences. This use includes libraries. museums. and art <br /> galleries. <br /> Daylight Plane: An inclined plane, beginning at a stated height above grade at a side or <br /> rear property line, and extending into the site at a stated upward angle to the horizontal. which <br /> may limit the height or horizontal extent of structures at any specific point on the site where <br /> the daylight plane is more restrictive than the height limit or the minimum setback applicable at <br /> such point on the site. <br /> Development. Any construction activity or alteration of the landscape, its terrain <br /> contour or vegetation. including the erection or alteration of structures or buildings. New <br /> development is any construction. or alteration of an existing structure or land use. or <br /> establishment of a land use. <br /> 240— District. A portion of the City within which certain uses of land and certain <br /> structures and buildings are permitted or prohibited and within which certain yards and <br /> other open spaces are required and certain height limits are established for buildings, all as <br /> set forth and specified in this ordinance. <br /> 2.34— Disaster Shelter.
