Mitigation Measure TR -10.3 would include monitoring the Hansen <br />Way/Veterans Boulevard intersection to determine when signalization is <br />warranted in the future is warranted in the future and installing a traffic signal at <br />the intersection to reduce vehicle delay if the results of the monitoring show that <br />signalization is warranted.. <br />The following mitigation measures, as set forth in the FEIR, would <br />potentially avoid or substantially reduce the significance of the impact described <br />above, but are not feasible or would result in unacceptable secondary impacts <br />and therefore are not adopted: <br />• Mitigation Measures TR -10.2, TR -10.4 <br />Finding: Mitigation Measures TR -10.2 and TR -10.4 are not <br />feasible. There are no other feasible mitigation measure available to avoid or <br />substantially reduce the significant environmental impact described above. The <br />impact described above is therefore significant and unavoidable. <br />Mitigation Measure TR -10.2 would include improvements to the <br />northbound approach to the Whipple Avenue/Veterans Boulevard intersection to <br />widen the roadway. However, widening the roadway is not feasible, because the <br />existing right of way is not wide enough. Widening the approaches to the <br />intersection of Whipple Avenue and Veterans Boulevard would cause <br />unacceptable secondary impacts making the intersection less "pedestrian <br />friendly" by requiring pedestrians to cross additional lanes of traffic. <br />Mitigation Measure TR -10.4 is not feasible, because the on -ramp <br />from Veterans Boulevard to US 101 would need to be widened to accommodate <br />the merging traffic generated by the mitigation measure, and widening the on- <br />ramp to US 101 would require the approval of Caltrans, which is beyond the <br />City's control and unlikely. <br />Overriding Considerations: The environmental, economic, social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 3 of <br />the Resolution. <br />D. US 101 Freeway Segments under Cumulative with Higher Occupancy <br />Scenario Conditions <br />Potential Impact: Under the Cumulative with Higher Occupancy <br />Scenario Conditions, the southbound US 101 mixed flow lanes from SR 92 to <br />Whipple Avenue and from Woodside Road to Marsh Road would be significantly <br />affected by Higher Occupancy Scenario traffic. (Significant) <br />Mitigation: The following mitigation measure, as set forth in the <br />FEIR, would potentially avoid or substantially reduce the significance of the <br />impact described above, but is not feasible and therefore is not adopted: <br />
