E. Cumulative Water Supply <br />Potential Impact: The proposed Project and the Higher <br />Occupancy Scenario, in conjunction with other pending and future development, <br />would create significant cumulative water supply impacts. (Significant) <br />Mitigation: The following mitigation measure, as set forth in the <br />FEIR, will be implemented as provided in the Mitigation Monitoring Program: <br />Mitigation Measure UT -1.1 <br />Finding: Mitigation Measure UT -1.1 is feasible and would <br />substantially lessen the significant impact of the proposed Project and the Higher <br />Occupancy Scenario on cumulative water demand. However, the proposed <br />Project or the Higher Occupancy Scenario would have a significant impact on <br />water supply, absent mitigation measures, because the City has already <br />exceeded its entitlement to Hetch Hetchy water from the San Francisco Public <br />Utilities Commission. With other future development projects, the potential lack of <br />available water supply would worsen unless the City implements the approved <br />recycling program. Accordingly, cumulative development, including the proposed <br />Project or the Higher Occupancy Scenario, would have significant cumulative <br />water supply impacts. <br />Overriding Considerations: The environmental, economic, social <br />and other benefits of the Project override the significant impact described above, <br />as more fully stated in the Statement of Overriding Considerations in Section 3 of <br />the Resolution. <br />F. Sanitary Sewer System- Construction Impacts <br />Potential Impact: If improvement to the sanitary system is <br />necessary under the proposed Project or the Higher Occupancy Scenario, the <br />following construction impacts could result: traffic could be inconvenienced and <br />require detours; air quality standards could be exceeded if bare soil was left <br />exposed and construction vehicles were in operation; and community noise <br />standards may be exceeded during operation of construction vehicles and <br />equipment. (Potentially Significant) <br />Mitigation: The following mitigation measure, as set forth in the <br />Initial Study and the FEIR, is hereby adopted and will be implemented as <br />provided in the Mitigation Monitoring Program: <br />The project sponsor would be responsible for implementing <br />the following mitigation measures to reduce construction impacts during <br />improvement of the sewer system and replacement of distribution facilities, which <br />were included in the 1989 Proposed Second Amendment to the City of Redwood <br />City Redevelopment Plan for Redevelopment Project #2 Draft EIR to reduce the <br />severity of these impacts (the numbers represent the Mitigation Measure <br />
