The project sponsor shall accordingly prepare a hold harmless <br />agreement. <br />The project sponsor's excavation contractor shall coordinate and <br />cooperate with the archaeologist and /or observer(s) during excavation. The <br />contractor shall utilize careful grading practices in order to allow the adequate <br />identification of all resource /artifacts by the archaeologist and observer(s). The <br />archaeologist shall then develop a list of recommended mitigation measures to <br />be submitted to staff for consideration. <br />Evaluation of Cultural Resource. The following criteria shall be <br />applied in evaluating a cultural resource: <br />• that the quality of significance in American history, <br />architecture, archaeology, engineering and culture is present <br />in districts, sites, buildings, structures, and objects that <br />possess integrity of location, design, setting, materials, <br />workmanship, feeling, and association, and <br />• that are associated with events that have made a significant <br />contribution to the broad patterns of our history; or <br />• that are associated with the lives of persons significant in our <br />past; or <br />• that embody the distinctive characteristics of a type, period <br />or method of construction, or that represent the work of a <br />master, or that possess high artistic values, or that <br />represents significant and distinguishable entry whose <br />components may lack individual distinction; or <br />• that have yielded, or may be likely to yield, information in <br />pre- history or history. <br />Security. The project sponsor shall take the following security <br />measures: <br />• Fencing with locked gates must go up as soon as possible; <br />fencing sections must be securely fastened together to <br />prevent gaps. <br />• At least three gate keys are to be provided to the City — two <br />for HRAC staff liaison and one gate key for the Redwood <br />City Police Captain who is in charge of the patrolling officers <br />assigned to this area. This is so they can have after -hours <br />access to the site should it be necessary to go on site to <br />check for trespassers. <br />
