Parking Program Status Update. (703)
Recommendation:
Receive staff's program status update and provide additional input, guidance,
and direction. This is an information-only staff report.
Mr. Vorametsanti, City Engineer, provided the staff report (presentation on file). He
shared historical information, trends and current parking features. The needs of the
community, downtown businesses, the Marshall garage, and the parking permit monthly
fee were discussed. Regarding the monthly parking permits there was a suggestion to
have a weekend and evening permit. Council asked questions about different options,
trends in revenues, parking schedules, as well as a valet parking program. It was also
suggested looking at other downtowns like Burlingame and San Mateo. Mr.
Vorametsanti explained prior and current parking programs and what the goals are
around this program which includes a "flexible parking program that minimizes the
impact on the community while being viable and sustainable".
The City Council referred to certain areas of the program that need adjustments such as
the monthly parking permits and the hours. There was a caution that just shifting the
hours might just impact shift the impact to a different segment of the population. There
was some discussion about a senior appreciation program and the need for outreach
and education to the business community.
JOINT CITY COUNCIL/REDEVELOPMENT AGENCY BOARD March 7, 2011
MEETING MINUTES PAGE 10
MINUTE BOOK NO. 63
Page No. 284
