INVOCATION — Senior Minister Sean Palmer, Redwood Church <br /> 5. SPECIAL ORDERS OF THE DAY <br /> A. City of San Bruno Update: Jim Ruane, Mayor of the City of San Bruno and <br /> Aaron Aknin, Community Development Director. <br /> Mayor Ruane thanked the Council and City staff who supported them in a time of need. <br /> He presented a proclamation to the Mayor memorializing their gratitude. Mayor Ira <br /> thanked the visitors and explained that Redwood City respects them and wishes them <br /> the best of luck. <br /> Mayor Ira asked Council Member Foust to handle an unscheduled Special Order of the <br /> Day. Ms. Pat Dixon, a long time resident of Redwood City, was honored and presented <br /> with a bouquet of yellow tulips. In addition, Council presented Ms. Dixon with a <br /> proclamation which noted her extreme volunteerism. Ms. Dixon thanked the Council for <br /> this honor. <br /> 6. PUBLIC COMMENT AND CONSENT CALENDAR <br /> CITY COUNCIL/REDEVELOPMENT AGENCY BOARD ACTION: Waive reading of <br /> the consent calendar and the full text of ordinances and resolutions, and approve the <br /> Consent Calendar items. <br /> Michael Bautista spoke about two prior appeals and he believes that he will need to <br /> continue bringing this to the attention of City Council. He then spoke about the General <br /> Plan and he believes City staff modified the Plan without Council's concurrence. <br /> Plamen Koer said that he and his fiancee are building a house in Woodside that is <br /> adjacent to Canada College and they are having difficulty in obtaining needed water <br /> service from the City of Redwood City. He questioned the following requirements by <br /> Redwood City as being an unbearable financial burden for their young family: the <br /> installation and payment for an 8 -inch pipeline versus smaller pipelines, hundreds of <br /> extra feet of water line to only serve them on their private property, and the <br /> encroachment fee when they are not located in Redwood City.
