6.3.C. - Page 6 <br />RDA General Fund <br />Attachment 2 <br />The General Work Program contains non - housing activities to achieve the <br />Agency's goals of eliminating blight by upgrading public improvements, <br />rehabilitating commercial and residential structures, assemble properties into <br />developable sites, provide financial assistance to encourage private investment, <br />promote redevelopment in accordance with the General Plan and Downtown <br />Precise Plan, and enhance viability of transit and the Caltrain Station. <br />Work Program <br />1. <br />Invest in public facilities and /or infrastructure that supports development <br />envisioned in the Downtown Precise Plan DPP <br />2. <br />Rehabilitate commercial structures through the Storefront Improvement <br />Program (SIP). <br />3. <br />Support business expansion, retention, and attraction by providing <br />resources for the implementation of the Economic Development Section <br />of the General Plan. <br />4. <br />Monitor retail and office vacancies in the downtown and encourage <br />investment and occupancy of dilapidated and vacant buildings; advertise <br />in the Chamber, San Francisco Business Times, and other media to <br />p romote investment and development. <br />5. <br />Implement the mobility improvements identified in the Hoover Area <br />Study by seeking grant opportunities and working with Caltrans and the <br />City for crosswalks at Middlefield at Woodside <br />6. <br />Complete the Mixed Use Corridor Zoning within the redevelopment <br />p roject area <br />7. <br />Provide financial and staff support for Downtown events with emphasis to <br />secure sponsorships and alternative fundin <br />8. <br />Work with the Downtown Business Group to identify a more prominent <br />role for them in downtown events, promotions, marketing and business <br />recruitment and attraction. <br />9. <br />Work with all Downtown property owners to assess their interest in <br />forming a Community Benefit District. <br />10. <br />Work with the Arts Group to promote arts in the redevelopment area <br />11. <br />Identify catalyst development by artnerin with the private sector <br />12. <br />Manage the Courthouse Square vendors to ensure their long term <br />success. <br />13. <br />Provide input in the Grand Boulevard Initiative. <br />14. <br />Work collaboratively with High Speed Rail - SamTrans Joint Power's <br />Board and other stake holders to preserve DPP vision for the area. <br />15. <br />Implement the Downtown Precise Plan and General Plan by continuing <br />discussions with investors, developers, and businesses of development <br />opportunities <br />16. <br />Hire a consultant to conduct a Stakeholder Interview Needs Assessment <br />
