6.3.C. - Page 12 Attachment 2 <br />10.Code Enforcement <br />Code enforcement efforts related to signage, trash receptacles and compliance <br />with sidewalk cafe permits continues. In addition to helping maintain the <br />attractiveness of downtown, these efforts have proven to be an effective way to <br />communicate with downtown businesses, property owners and residents. Code <br />enforcement efforts have also been intensified in the neighborhoods adjacent to <br />downtown. <br />RDA Housing Fund Achievements <br />1. Cedar Street <br />The project had a groundbreaking ceremony in spring 2011 and will consist of 14 <br />studio units of supportive housing for extremely low- income individuals. Project <br />is under construction. <br />2. Bradford Street Project <br />The Agency demolished the two -story 707 Bradford building. In spring 2010, the <br />Agency completed the groundwater testing as required by its environmental <br />oversight agency, the State Department of Toxic and Control Board. Staff will be <br />presenting the site to the Agency Board for next steps. The developer selection <br />process, including the issuance of a Request for Proposals /Qualifications, will <br />proceed once the environmental issues have been resolved. <br />3. Acquisition of 1306 Main St. <br />This property consists of 23 units - 22 studio units and 1 -one bedroom property <br />manager's unit. The property was acquired by the City using CDBG, HOME, and <br />RDA Housing Funds. The property is being rehabilitated and will be deed <br />restricted as affordable for 55 years. Five of the units will be set -a -side for <br />chronic homeless individuals, who will receive case management and supportive <br />services to help them retain their permanent housing. <br />2. Other <br />a. Other accomplishments in the area of affordable housing /blight <br />removal included the demolition of buildings and environmental <br />characterization and development of a work plan for cleanup of the <br />Heller Street property. <br />Discussions continue ongoing with both non - profit and for - profit <br />housing developers regarding various sites in and out of the <br />redevelopment area (Day's Inn, Mel's Bowl, 333 Main Street, and <br />various sites downtown). <br />c. Housing rehab — Lead based paint grants. <br />
