6.3.G. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 11, 2011 <br />SUBJECT <br />Subject to Voter Approval, Amend Division 6 of Article V of Chapter 32 of the Redwood <br />City Municipal Code to Increase the Tax Rate of the Business License Tax <br />RECOMMENDATION <br />1. Adopt Resolution Submitting to the Voters at the November 8, 2011 General Election <br />a Ballot Measure Increasing the Rate of the Business License Tax; <br />2. By motion, authorize the Mayor and Vice Mayor to select such persons as necessary <br />to sign the ballot arguments in favor of the proposed ordinance amending the Business <br />License Tax. <br />BACKGROUND <br />The City Council adopted Resolution Number 15128 during the June 27, 2011, City <br />Council meeting submitting to the voters at the November 8, 2011 election, a ballot <br />measure increasing the Business License Tax rate. Re- adoption of the resolution is <br />being requested in order to account for a minor amendment to the resolution clarifying <br />that the full text of the ordinance will not be published in the voters' pamphlet. Instead, <br />the full text of the ordinance will be on -line and also available on request through the <br />Clerk's office. The ballot question, the City Attorney's impartial analysis, and arguments <br />will continue to be published. This is consistent with past practice in recent years and <br />will decrease election costs. For the sake of historical clarity, the original resolution is <br />being rescinded and superseded by the present resolution. <br />ALTERNATIVES <br />1. Do not adopt the new resolution and instead include the full text of the proposed <br />ordinance in the voter pamphlet. <br />2. Do not proceed with a proposed increase in the Business License Tax. <br />FISCAL IMPACT <br />At approximately $1,230 a page for publication in the voter pamphlet, the additional cost <br />to publish the full text of the two ballot measures and a proposed charter amendment in <br />the voter pamphlet is somewhere between $6,150 and $11,070 depending on the <br />County's font and formatting. <br />S: \BALLOT MESURES 2011\ BUSINESS LICENSE RC 2011/ RC BLT STAFF REPORT 7 -11 -11 FINAL (SIRE) SUJBECT TO <br />VOTER APPROVAL.DOC <br />070111 <br />
