6.1.B. - Page 1 <br />REPORT <br />To the City Council from the <br />City Manager <br />July 11, 2011 <br />SUBJECT <br />Amendment to the Agreement for Susan Barnes, dba Susan Barnes Consulting <br />RECOMMENDATION <br />Approve and authorize the City Manager to amend the agreement between the City of <br />Redwood City (City) and Susan Barnes, dba Susan Barnes Consulting <br />Background <br />The Redwood City Redevelopment Agency retained Susan Barnes Consulting for <br />professional services to complete the first phase of the Economic Development <br />Reorganization and Action Plan. Phase one consisted of completing a needs <br />assessment, and developing a strategy for implementation of Economic Development <br />objectives. The plan will now encompass all of Redwood City not just the <br />redevelopment agency. Therefore, the next phase of consultant work will be funded with <br />general fund salary savings from the City Manager's Office and Community <br />Development Department. <br />Beginning in December, 2010, the consultant met with staff, reviewed current Economic <br />Development information including staff positions and data collected from staff, and met <br />with stakeholders both within the organization and in the business community. On May <br />11, 2011, the consultant reported to the Council on the status of the Economic <br />Development Action Plan. <br />To accomplish the next phase, we are recommending that the consultant's contract be <br />amended to reflect an extension to January 1, 2012. This will provide the opportunity for <br />the consultant to assist staff with phase two of the Economic Development <br />Reorganization and Action Plan. This will include identifying and collecting additional <br />data, developing a system to measure results of economic development activities, <br />creation of an outreach plan, and continuing to engage staff and the community toward <br />putting an Economic Development program into place. <br />The original agreement was in the amount of $48,000, which covered a six month <br />period. The current amendment is for $52,800; therefore total cost of the entire <br />agreement is $100,000. <br />
