The City agrees that the Redwood <br />City Police Department does not currently require reporting when a TASER <br />device has been used in the "light up" deployment mode, but not activated. The <br />City does not have sufficient information regarding the policies and procedures of <br />the other San Mateo County uniformed police agencies to either agree or disagree <br />with that portion of the finding. <br />Finding #6 <br />No agency requires that an officer who has been issued a TASER device actually keep it <br />on his /her person. The TASER device maybe kept secured in the patrol car for those <br />officers on patrol duty. <br />Response <br />The City disagrees partially with the finding. The Redwood City Police <br />Department has always required uniformed patrol officers and patrol sergeants, <br />assigned to patrol duties, who have been issued a TASER device to wear it on <br />their duty belt and to carry two TASER cartridges on their person at all times, <br />when carrying the device. The City does not have sufficient information <br />regarding the policies and procedures of the other San Mateo County uniformed <br />police agencies to either agree or disagree with that portion of the finding. <br />RECOMMEDATIONS <br />Recommendation #1 <br />Add a "deployment only" category to all Use of Force Reports and track the effect of this <br />"light up" mode has in assisting [officers] to gain and maintain control over subjects. <br />Response <br />The recommendation has been implemented. The Redwood City Police <br />Department has revised its TASER deployment reporting procedures to require <br />officers who deploy a TASER in only the "light up" mode to document this <br />deployment and its effect in an electronic report. However, the tracking of that <br />use is best suited to this electronic report format and not through a "Use of Force" <br />report. This electronic report is subject to supervisor review and approval and <br />includes a searchable parameter in the Records Information Management System <br />(RIMS) report writing system used by RCPD.
