She opined that this should be addressed within the Plan. <br /> Council Member Foust requested that Ms. Cohen submit her reports in writing for the <br /> record (on file). <br /> Alan Carson spoke on the need to fully address concerns regarding the aquifer, people <br /> having wells, and water conservation. He submitted a letter (on file) and suggested that <br /> water taken out of the ground be reused via small drainage collection systems. <br /> Peter Dreckmeier, Bay Area Program Director for the Tuolumne River Trust, spoke on <br /> concerns about 60 percent of river water being diverted and the impacts on wildlife and <br /> the quality not meeting federal water standards. He thanked Redwood City for being a <br /> leader, particularly in regards to using recycled water and also recognized Mr. Justin <br /> Ezell for his work on this. He spoke in support of the recommendations and also <br /> acknowledged a Council Member for her work with BAWSCA (Bay Area Water Supply <br /> and Conservation Agency). <br /> M/S Seybert/Gee to close the public hearing. Motion carried 6-0 by voice vote with <br /> Mayor Ira absent. <br /> Council thanked staff for their hard work. There was an interest in tapping into <br /> groundwater. Another Council Member congratulated everyone on staff and the <br /> - community for the efforts and progress made. One Council Member wanted to plan for <br /> 2016 and he was interested in expanding the area for the recycled water project or to <br /> sell recycled water. He is not interested in using it for park, school or residential areas <br /> but he agrees with using it for cooling and toilet flushing. He wants more time to elapse <br /> and more historical data to be made available and then revisit the item. One Council <br /> Member asked how many stakeholders attended the workshops and Mr. Ezell said <br /> about 43. This Council Member inquired about the penalties when a jurisdiction does <br /> not meet its goals. Staff explained that one of the repercussions is that the jurisdiction <br /> will not be eligible to receive grants. This Council Member wanted more economic <br /> benefit. <br /> City Manager Bell suggested having the Utilities Committee lobby our state <br /> representatives to consider different rewards for reduced use and penalties for over <br /> usage. Another Council Member did not want to have the state interfere any more. <br /> Vice Mayor Aguirre asked about innovative ways to get to a surplus and how it took us <br /> about 10 years to be about one percent surplus. Mr. Ezell said this has been achieved <br /> thanks to a combination of approaches. Vice Mayor Aguirre would like a list of the <br /> awards and the grants that the City has received for its efforts. There was a question <br /> about the expanded recycle area into downtown and how there might be a need to have <br /> Council pass a policy to consider applicants paying their fair share for the future and to <br /> not make it retroactive.
