Dr. Bell noted that there is an opportunity for additional public <br /> outreach in this area. <br /> Justin Ezell, Public Works Water Superintendent, covered the water fund and he <br /> expanded on the Council Utilities Committee. He also covered water rate projections <br /> (presentation on file). He noted that the recycled water program phase I has been <br /> completed. Mr. Ezell confirmed that staff will be bringing forward a recommendation to <br /> change the policy and at that point staff will be requesting some direction. Mayor Ira <br /> said that ultimately the state is in charge. Mayor Ira thanked the staff that supports the <br /> Utilities Commission for all its work. <br /> One Council Member would like to talk about this with the San Francisco Public Utilities <br /> Commission and other jurisdictions to off-set the situation of spreading this out. She <br /> would like some creative and innovative thinking. Another Council Member inquired <br /> about the actual water rate increase which might be between 12% and 15%. Council <br /> ensued in some discussion on water issues and one Council Member provided context <br /> on the Bay Area Water Service Conservation Agency (BAWSCA). <br /> Paul Willis, Senior Engineer, provided the Capital Improvement Program budget <br /> (presentation on file). He explained the impacts and benefits to buildings and facilities. <br /> One Council Member noted that we have an extremely well run city and it is a testament <br /> to all the folks seated out there who work with our residents and the community, and <br /> she thanked the staff for doing a job well done. She said this is a testament to our <br /> department heads and the leadership and she appreciates it.
