Dr. Bell noted that there is an opportunity for additional public outreach in this area. Justin Ezell, Public Works Water Superintendent, covered the water fund and he expanded on the Council Utilities Committee. He also covered water rate projections (presentation on file). He noted that the recycled water program phase I has been completed. Mr. Ezell confirmed that staff will be bringing forward a recommendation to change the policy and at that point staff will be requesting some direction. Mayor Ira said that ultimately the state is in charge. Mayor Ira thanked the staff that supports the Utilities Commission for all its work. One Council Member would like to talk about this with the San Francisco Public Utilities Commission and other jurisdictions to off-set the situation of spreading this out. She would like some creative and innovative thinking. Another Council Member inquired about the actual water rate increase which might be between 12% and 15%. Council ensued in some discussion on water issues and one Council Member provided context on the Bay Area Water Service Conservation Agency (BAWSCA). Paul Willis, Senior Engineer, provided the Capital Improvement Program budget (presentation on file). He explained the impacts and benefits to buildings and facilities. One Council Member noted that we have an extremely well run city and it is a testament to all the folks seated out there who work with our residents and the community, and she thanked the staff for doing a job well done. She said this is a testament to our department heads and the leadership and she appreciates it. Another Council Member asked Mayor Ira to thank the employees for the concessions that were made.
