Vice Mayor Ira explained the formation of a broad -based community task force for <br />what the Council has identified as goals at the last meeting. He defined the <br />purpose as a time for real and meaningful study and testing. The structure of the <br />task force is recommended to consist of between 12 -15 members to be appointed <br />by the Council with the Council to be responsible for making the <br />recommendations. The task force will be empowered to review the issue, develop <br />conclusions with the facilitator and utilize resources such as Kennedy /Jenks. Any <br />alternatives or financial anaylsis will be performed by the consultants. It is the <br />hope that information from the task force will be done by the end of February and <br />all recommendations brought forward will have attained a 2/3 majority. Council will <br />not implement anything relative to recycled water until the opportunity to review <br />the report of the task force is complete. <br />Council Member Pierce stated that one of the reasons it is important to propose <br />this is the result of the last meeting where there were two sides of the issue <br />presented. Given the fact that a bigger water issue is to be resolved, the thought <br />is that the best way to accomplish that is to bring together people with diverse <br />ideas and different backgrounds; provide information and a quality facilitator to <br />work with them to study the process and problem; while looking at solutions that <br />respect all concerns and not hold the city in jeopardy. She further stated that the <br />hope is to create a process that allows getting beyond attempting to convince <br />each other who has the correct science, but instead craft a solution to a problem <br />respecting people's issues. <br />Public Comment: <br />Christina Lai, Redwood Shores resident and co- founder of Safewater Coalition, <br />stated that at the previous meeting Council heard from the Coalition and many <br />other concerned residents of Redwood Shores and other city residents. Several <br />video clips were shown of speakers and news broadcasts pertaining to the <br />recycled water project. She further stated that tonight the demand is for City <br />Council to honor the July 28 statements and put them in writing as conditions <br />stating that recycled water will not be used in schools, playgrounds, and anywhere <br />children will be exposed. She asked that in regards to the purpose under the <br />conceptual proposal for a task force that the word "postpone" be substituted with <br />a softer word. She proposed that the Safewater Coalition be allowed to forward a <br />list of names from which the Council may appoint five or more persons. Under <br />recommendation she stated that if the task force is to be a truly balanced, broad <br />based group representative of all aspects of the issue at hand, then the final <br />consensus recommendation of the task force should be trusted in full and the <br />project should not proceed if the task force is not able to reach a <br />recommendation.
