MINUTE ORDER 03 -208 <br />Public Comment: <br />Rudy Luca stated he applied and was interviewed for the position on the Planning <br />Commission. He stated that he was not told after the first interview that he did not <br />make it and he found out on the internet. <br />Council Member Hartnett stated that the decision to appoint the Planning <br />Commission members was publicly announced for tonight and it is done at the <br />meeting. There is nothing announced on the City website as to the appointees <br />because the decision was just made in public. He stated that the speaker, <br />regrettably, consistently, based upon his comments on every subject he speaks <br />about before the Council, fails to read the agenda and agenda packet, fails to <br />recall what was done publicly in prior meetings that he attends. <br />Mayor Claire stated that a subcommittee of Council Members Jordan and Pierce <br />formulated a process so that the Council could go through all of the applications <br />and interview in a fair and equitable manner. Mayor Claire further explained the <br />process agreed to in public and stated that all applicants, unless an applicant <br />withdrew, were eligible to be voted upon. <br />PUBLIC HEARINGS <br />A. Kaiser Permanente Master Plan — Precise Plan and New Planned Community <br />Zoning District <br />Senior Planner Riordan introduced the various staff and consultants available for <br />questions and explained the purpose for the public hearing is for Council to <br />approve three items: the findings resolution for the Kaiser EIR; rezoning of the <br />Kaiser campus and approve a precise plan which includes a mitigation measure <br />REGULAR CITY COUNCIL MEETING AUGUST 25, 2000 <br />MINUTES PAGE 5 <br />
