A -2 <br />LEAGUE'S PENINSULA DIVISION MOVES <br />FORWARD ON CITIPAC <br />The Peninsula Division's CITIPAC Co-Chairs, <br />Mayoi Patricia Mahan (Santa Clara) and Council <br />Membe s Joe Galligan (Burlingame) and Aldyth <br />Parle (Santa Clara), have been busy attending <br />CITIPAC informational meetings from one end of <br />the 36 -city division to the other. <br />When asked why she was involved, Co -Chair <br />Mahan said, "It is important for our cities to engage <br />the public in planning the financial future of our <br />communities. CITIPAC's initiative will guarantee <br />that local revenues stay local — and that our <br />communities can shape their futures based on <br />their own resources — without fear that the State <br />will take it all away ". <br />To -date, Mayor Mahan, Council Members <br />Galligan and Parle and Regional Representative <br />Rebecca Elliot, have met or are scheduled to <br />meet with a group of Santa Clara County Mayors, <br />the San Mateo Council of Mayors, Redwood City, <br />San Carlos, San Mateo, San Jose and Santa <br />Clara Chambers of Commerce, the Independent <br />Realtors of Santa Clara County, a committee of <br />the Silicon Valley Manufacturing Group and PG &E. <br />In addition, letters sent by Burlingame City Man- <br />ager Jim Nantell to San Mateo County city manag- <br />ers generated $4,000 for CITIPAC. <br />"The Sacramento politicians have been playing <br />Russian roulette with our local money ", said Joe <br />Galligan. "They have been stealing local real <br />estate taxes and unsecured property taxes for <br />years, and return only a part of it with strings <br />attached. Those funds should stay in the hands of <br />the local communities. Local people should be in <br />charge of local taxes. City <br />officials planning to attend the League's Annual <br />Conference September 7 -10 in Sacramento can <br />also visit the CITIPAC booth. <br />GOVERNOR SIGNS LEAGUE - SPONSORED <br />BILL ON REGIONAL WATER BOARD <br />MEMBERSHIP <br />On Thursday Sept. 4, the Governor signed <br />League- sponsored SB 196, authored by Senator <br />Sheila Kuehl. This measure — Chapter 272, Statutes <br />of 2003 — clarifies that the local government mem- <br />bers of the nine regional water quality control boards <br />really are from local government. It requires these <br />appointees to be either mayors or council members <br />for the "associated with municipal government slot" or <br />county supervisors for the "associated with county <br />government slot. The bill applies prospectively and <br />does not effect any current regional board members. <br />The League thanks Senator Kuehl for recognizing <br />the importance of having mayors and council mem- <br />bers serving on regional boards and for agreeing to <br />author the bill.
