A- I <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 22, 2003 <br />Subject <br />Community Development Block Grant (CDBG), Home Investment Partnership Funds <br />(HOME) and City General Fund Funding Agreements for FY 2003 -2004. <br />Recommendation <br />Approve operating agreements for public service and related programs to 28 non - profit <br />organizations. <br />Background <br />Each year the City receives an entitlement of Community Development Block Grant <br />(CDBG) and Home Investment Partnership (HOME) funds from the U.S. Department of <br />Housing and Urban Development. In addition, the Council allocates funds from the City's <br />General Fund to some programs. This is in addition to funding provided through the <br />Human Services Financial Assistance (HSFA) Program. The program activities provide a <br />range of intervention and supportive services to Redwood City citizens, ranging from <br />homeless activities to senior and youth programs, from job training and economic <br />development assistance to minor home repair and energy programs. <br />The City Council approved these programs and activities on April 28, 2003 as part of the <br />Second Annual Action Plan of the City's new Five -year Consolidated Plan for 2000 -2005. <br />The Council is now being asked to approve the operating agreements to allow Finance to <br />disburse funds as these organizations incur costs. These non -profit organizations will <br />collectively provide assistance to approximately 1,500 Redwood City residents who are low <br />income or have special needs. The list of non - profit organizations and the amount funded <br />is Attachment 1 to this report. <br />CDBG and HOME funds <br />CDBG funds are targeted exclusively to low and moderate income residents to meet <br />certain housing, supportive services and non - housing community development needs. <br />Approximately 28 programs are funded through CDBG. HOME funds are specifically <br />targeted to creating partnerships that expand the supply of affordable housing for low - <br />income persons. The agreement for Kainos Home & Training Center is funded from HOME <br />Investment Partnership program funds. <br />General Fund <br />The agreement for Shelter Network's Redwood Family House is funded jointly from CDBG <br />and the General Fund. This General fund allocation of $70,000 was approved by the City <br />Council in the adoption of the City's FY 2003 -2004 Budget. <br />Copies of the funding agreements referenced in this report are available for review in the <br />Office of the City Clerk. <br />
