EXHIBIT "A" <br /> <br /> SCOPE OF SERVICES <br /> Scope of Work and Schedule <br /> <br />1. Scope of Work <br />To perform the City of Redwood City's Vulnerability Assessment (VA), the CDM Team will conduct <br />eight major tasks. All major tasks follow the Sandia RAM-WsM method requirements of the EPA. <br />Additionally, the CDM team has been Sandia RAM-WSM-trained and is also certified to train others <br />in the methodology <br /> <br />Task 1 Water Facility Information and Workshop <br />Task Objective: The CDM Team will first visit all water facilities with City staff at the City of <br />Redwood City and collect preliminary background informafion on those facilities. Next, the CDM <br />Team will meet with management staff to: 1) give the City of Redwood City an overview of the <br />RAM-WsM process and 2) review/develop the City of Redwood City security mission statement. <br />The meeting will provide the City of Redwood City an overview of the RAM-Ws~a process and the <br />Team will also develop 3 to 5 specific goals for the mission statement objectives and prioritize those <br />goals. <br /> <br />Subtasks: <br />1.1 Site Visit to City of Redwood City Water Facilities by <br /> Project Team · Deliverables: Memorandum <br /> 1.2 Collect City of Redwood City Facility Information Documenting the 3 to 5 Ranked <br /> Goals by Importance to Meeting City <br /> (Plans, Specifications, etc.) of Redwood City's Mission <br /> 1.3 Provide an Overview of RAM-Wsu Process and Statement Objectives <br /> Review/Develop Mission Statement with the City of <br /> Redwood City. <br /> 1.4 Identify 3 to 5 Goals Important to the City of <br /> Redwood City in Meeting Mission Statement Objectives <br /> 1.5 Rank Goals By Importance to Meeting City of Redwood City's Mission Statement <br /> Objectives <br /> <br /> Task 2 Design Basis Threat Assessments <br /> Task Objective: The CDM Team and the City of Redwood City staff will work together on <br /> developing a credible threat assessment as to the likelihood of attack on the City of Redwood City's <br /> water system - this is called the Design Basis Threat. The Project Team will consider all threats - <br /> inside, outside, or collusion. A table will be developed for each type of threat that provides historical <br /> information, motivation, tactics, numbers, equipment, weapons intelligence, technical skills, <br /> financial resources, and any other critical information concerning a potential threat. This information <br /> will be assembled utilizing our Project Team security expertise, <br /> the expertise of local law enforcement officials, historical <br /> <br /> · Deliverables: Design Basis Threat <br /> Profile(s) <br /> <br /> Agreement over $1 OK 10 <br /> City Attorney Approved Version 090103 <br /> <br /> <br />
