Concurrent average speed (average speed includes delay(s) at intersections) and traffic volumes over <br /> entire length of arterial affected by the project for congested periods that would benefit from the <br /> project, i.e.a.m, peak, p.m. peak, mid-day (specify time of traffic counts and speed). <br /> b Arterial level of service (LOS) for peak hour. <br /> c Length of arterial/street affected by the project. <br /> <br /> <br />
