71000 98 D022 <br /> <br /> AGREEMENT BETWEEN THE COUNTY OF SAN MATEO <br /> HUMAN SERVICES AGENCY'S HOUSING DMSION, <br /> HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT <br /> AND THE CITY OF REDWOOD CITY FOR PROVIDING PROGRAM SERVICES <br /> FOR THE OPERATION OF AN EMERGENCY MOBH,E HOME LOAN PROGRAM <br /> WITHIN THE JURISDICTION OF THE CITY OF REDWOOD CITY FOR <br /> THE FEDERAL FISCAL YEARS 1996-1997, 1997-1998, AND 1998-1999 <br /> <br /> THIS AGREEMENT, made and emered into this day of ,1997, by and <br /> between the COUNTY OF SAN MATEO, a political subdivision of the State of California, <br /> hereinafter referred to as "COUNTY", and the City of Redwood City, a municipal corporation, <br /> herein after referred to as "CITY, <br /> <br /> WHEREAS, the Housing and Community Development Act of 1974, Public Law 93-383, <br />enacted August 22, 1974, and the Housing and Community Development Act of 1977, Public Law <br />95-128, enacted October 12, 1977, both provide for the distribution of federal funds through the <br />process of Community Development Block Grants to eligible public entities; and <br /> <br /> WHEREAS, those public entities which are eligible to receive said funds are cities with a <br />population in excess of 50,000, "hold harmless" public entities, and urban counties; and <br /> <br /> WHEREAS, the City desires to establish an Emergency Mobile Home Loan Program, using <br />its Community Development Block Grant funds [CDBG], in order to assist qualifie.d Redwood City <br />residents who ox,ca and occupy mobile homes; and <br /> <br /> WHEREAS, the City thxough its Consolidated Plan, recognizes that the preservation of the <br />City's housing stock, including mobile homes, is a priority; and <br /> <br /> WHEREAS, pursuant to Section 51300 et seq of the Government Code, the City Council of <br />the City may contract with the County for the performance of the City functions by the appropriate <br />officers and employees of the County, and the Board of Supervisors of the County my approve said <br />contract with the City, whereby officers and employees of the County may perform City functions <br />nnder the duly adopted agreement; and <br /> <br /> WHEREAS, the City wishes to have the County provide the necessary technical and <br />financial program services for the operation of an Emergency Mobile Home Loan Program, and the <br />County agrees to provide the technical and financial program services necessary for the operation <br />of the Emergency Mobile Home Loan Program in the City, through its Human Services Agency, <br />Housing Division, Housing and Community Development Program: <br /> <br />NOW, THEREFORE, IT IS HEREBY AGREED BY TI-IE PARTIES HERETO AS FOLLOWS: <br /> <br /> 2 <br /> <br /> <br />
