JAH:djm 11/28/89 (011/#8) <br /> <br /> SECTION 4. The Second Amendment is incorporated herein by <br />this reference and made a part hereof as if fully set forth at <br />length herein. The Project Area, as amended by the First and <br />Second Amendments, shall be referred to as the "Amended Project <br />Area". The Redevelopment Plan for Redevelopment Project No. 2, <br />as amended by the First Amendment and as hereby amended by the <br />Second Amendment, shall be referred to as the "Amended <br />Redevelopment Plan", which is hereby designated as the official <br />redevelopment plan of the Amended Project Area. <br /> <br /> SECTION 5. Ordinance No. 1862 and the Redevelopment Plan <br />adopted pursuant thereto as the official Redevelopment Plan for <br />Redevelopment Project No. 2, as amended by Ordinance 1911, are <br />hereby amended by the Second Amendment so that the Redevelopment <br />Plan adopted by Ordinance No. 1862 and amended by Ordinance No. <br />1911 is replaced by the Amended Redevelopment Plan as so <br />designated and amended by the Second Amendment. <br /> <br /> SECTION 6. The City Council hereby finds and determines, <br />based on substantial evidence in the record, including, but not <br />limited to, the Agency's Report to the City Council on the <br />proposed Second Amendment to the Redevelopment Plan for Redwood <br />City Redevelopment Project No. 2, and all documents referenced <br />therein, and evidence and testimony received at the joint public <br />hearing on adoption of the Second Amendment held on November 20, <br />1989, that: <br /> <br /> a) The Amendment Area is a blighted area, the <br />redevelopment of which is necessary to effectuate the public <br /> <br /> 7 <br /> 2007 <br /> <br /> <br />
