This Council is convinced that the effect of tax <br />increment financing will not cause a severe financial burden or <br />detriment to any taxing agency deriving revenues from the Project <br />Area No. 2, including the Gateway Sub-Area and the expansion <br />area. <br /> <br /> SECTION 6. This Council, having considered all the <br />evidence, including the Report of the Agency and the <br />environmental assessment of the Planning Director, with the <br />concurrence of the Planning Commission, does hereby find that the <br />inclusion of an additional 4.27 acres of contiguous land to the <br />Gateway Sub-Area will have no significant or cumulative impact on <br />the environment, and that the inclusion of such land will, in <br />itself, require no mitigation for adverse impacts. <br /> <br /> This Council acknowledges that additional or supplemental <br />environmental reports may be prepared as specific projects are <br />planned pursuant to the Redevelopment Plan as amended. <br /> <br /> SECTION 7. Written objections to the proposed amendment to <br />the Redevelopment Plan for Project No. 2, filed with the City <br />Clerk before the hour set for hearing, and all oral objections <br />presented to the Council at the hearing having been considered, <br />are hereby overruled. <br /> <br /> SECTION 8. Amendment No. 1 to the Project No. 2 <br />Redevelopment Plan is hereby approved and adopted. <br /> <br /> SECTION 9.
