. . SWC:sh 12/14/84

SECTION 2. Pursuant to the aforementioned Ordinance No.
1862, this Council designated the Redevelopment Plan for
Redevelopment Project No. 2, as the official Redevelopment Plan
of the Project Area. This Council hereby designates Amendment No.
1 to the Redevelopment Project No. 2 for the Gateway Sub-Area as
an official amendment to said official Plan. A copy of said
amended Amendment is attached hereto and incorporated herein by
reference.

SECTION 3. This Council does hereby specifically find and
determine that:

(a) It is desirable and necessary to adopt Amendment
No. 1 to the Gateway Sub-Area to expand said Sub-Area by
adding 4.27 acres of land contiguous to said Sub-Area, the
redevelopment of which is necessary to effectuate the public
purposes declared in the Community Redevelopment Law. This
finding is based on the facts that the Gateway Sub-Area,
including the expansion area, without the assistance of the
redevelopment process, would remain stagnant and
underutilized land with subdivision, land use and
circulation problems and lack of adequate public facilities,
streets and utilities impeding effective development of the
area. Redevelopment assistance in the form of land assembly
and the provision of adequate public streets, utilities, and
other public improvements will facilitate the development of
said area, expand employment opportunities within the
Gateway Sub-Area and the City as a whole, and establish
appropriate land uses, as defined in the General Plan.

4
