-'4C:djg-c 6/18/82 <br />This Council acknowledges that additional or supplemental <br />environmental reports may be prepared as specific projects are <br />planned pursuant to the Redevelopment Plan. <br />With respect to any impact which cannot be fully mitigated <br />or for which mitigation measures are outside the control of the <br />Agency or the City of Redwood City, this Council hereby finds <br />that the benefits of the proposed Redevelopment Plan outweigh <br />avoidable environmental risks. The overriding benefits con- <br />sidered by the Council in making this finding are as follows: <br />(a) Redevelopment of the Project Area as contemplated <br />is in accordance with the General Plan of the City of <br />Redwood City. <br />(b) Redevelopment of the Project Area will create <br />additional employment opportunities and increase the <br />property and sales tax base of the City of Redwood <br />City. <br />(c) Redevelopment of the Project Area will enhance the <br />commercial and industrial vitality of the City of Redwood <br />City, achieve the purposes set forth in Section 1 of this <br />Ordinance, and encourage concentration of employment and <br />activities in the community over a smaller area causing <br />less travel and increased convenience to the citizens of <br />the City of Redwood City and to the persons employed by <br />industries in the Project Area. <br />(d) The benefits of redevelopment of the Project Area <br />outweigh the costs for total mitigation of unavoidable <br />impacts. <br />12 <br />1862 <br />
