Mr. Ed Everett Page 2
City Manager
June 3, 1997

The landscaping also refers to a landscaped median in Industrial Road along the frontage of
the project as described in Section 3g of the Development Agreement for 1717 Industrial
Road property (Circle Star Center) approved by the San Carlos City Council on April 28,
1997. Finally, the term landscaping includes two mitigation measures contained in
Attachment 3 of the Mitigated Negative Declaration approved by the San Carlos City Council
on April 28, 1997 as follows:

1) Significant landscaping and berming, including trees, shall be provided along the project
frontage.
2) Strategic landscaping shall be provided along Industrial Road adjacent to the residential
area across from the project to soften visual impacts.

4. Para. IV. G. (Neighborhood Enhancement). The term "issues" used in this section refers to
environmental mitigation related to traffic calming devices designed to prevent "cut-through"
traffic through the Centennial neighborhood.

5. Para. X. (Term of Agreement). The intent of this paragraph is to provide that the agreement
shall continue until the buildings and structures constructed as part of this project are
demolished and replaced with other buildings or uses. It would also be triggered should the
buildings constructed on the office portion of the project be converted to another use not
originally contemplated or allowed as part of this development approval.

I hope this clarifies the issues raised by the Redwood City attorney.

Very truly yours,

Michael P. Garvey
City Manager

MPG/mls
