AN AGREEMENT BETVVEEN THE CITIES OF SAN CARLOS AND REDWOOD CITY PROVIDING FOR <br />ADMINISTRATION OF PLANNING, ZONING, AND BUILDING REGULATIONS, EMERGENCY. <br />SERVICES AND OTHER ISSUES RELATED TO THE CIRCLE STAR CENTER PROPERTY <br /> <br /> This Agreement made and entered into this ~0{:~day ofr...~q~o,..., ,1997, by and between <br />the City of San Cados ("SAN CARLOS") and the City of Redwood City ("REDWOOD CITY'). <br /> <br /> RECITALS <br /> <br /> WHEREAS, the Cimle Star Center property ("PROPERTY"), a 8.3 acre parcel of land, commonly <br />known as 1717 Industrial Road, San Carlos, California, consisting of Assessors Parcel Numbers <br />046-240-120 and 052-103-170 is subject to sale and redevelopment, and <br /> <br /> WHEREAS, the city limits line separating the Cities of San Carlos and Redwood City traverse <br />the PROPERTY, as depicted on the map attached as Exhibit A, and <br /> <br /> WHEREAS, the two cities: have described the entire Circle Star parcel as containing three <br />pieces~the "Motel' parcel, the "Offices/San Cados" parcel, and the "Offices/Redwood City" parcel; have <br />agreed that the value of the two "Offices" pamels are enhanced by the fact that the two can be <br />developed jointly; have agreed that the development proposed for the 'Motel" parcel is not affected by <br />the surplus property; and, have focused on shadng the PROPERTY tax revenue for the two "Offices' <br />parcels. This revenue sharing is done to reflect the value added to the office buildings development <br />because of the increased land area made available through the coordinated use of parcels in both <br />jurisdictions, and <br /> <br /> WHEREAS, a DEVELOPER is planning to construct a twin office building complex on the two <br />"Office" parcels described above. Parking improvements will straddle the SAN CARLOS and <br />REDWOOD CITY city limit line, and <br /> <br /> WHEREAS, the DEVELOPER has applied to amend the San Carlos General Plan, East Side <br />Specific Plan, and zoning to accommodate the proposed use, and <br /> <br /> WHEREAS, the cities agree that the environmental documentation prepared thus far is <br />sufficient. Also, the siting of the buildings and the final approved plan meet all concerns, and <br /> <br /> WHEREAS, the DEVELOPER will seek the necessary approvals and permits from both cities to <br />accommodate the proposed development, and <br /> <br /> WHEREAS, it is the desire of the two cities to provide for the common administration of <br /> Planning, Zoning and Building regulations to accommodate development of the PROPERTY. <br /> <br /> NOW THEREFORE, in consideration of its mutual covenants and agreements hereinafter <br />specified and subject to the terms and provisions hereof, the parties hereto agree as follows: <br /> <br />I. Administration of Planning, Zoning and Building Regulations <br /> <br /> SAN CARLOS is designated as the Lead Agency as defined in California Public Resources Code <br /> Section 21067 for purposes of environmental evaluation and documentation and approving the <br /> project. REDWOOD CITY is designated as a Responsible Agency as defined in CPRC Section <br /> 21069. SAN CARLOS has prepared all necessary environmental documents and studies and <br /> transmitted drafts of those documents and studies to REDWOOD CITY for comment, which SAN <br /> CARLOS incorporated, where appropriate.
