SMITH-EMERY GEOSERVICES

August 25, 1997
Proposal No.: SF 97-090

The objective of having a professional engineer monitor the project is to ensure smooth
progress, and avoid technical problems. The added dimension of this service helps the
contractor in many ways, as well as the obvious support to the City of Redwood City.

ADMINISTRATION

An administrative person is assigned to every sizable project. This individual focuses on
the contract, billing, and documentation needs to ensure satisfaction of the clients' stated
requirements. Thus, the client has a single point of contact in administrative matters.

REPORTING

Weekly field reports are processed through our central computer data management
system, and distributed during the following week. Test results in the laboratory are
similarly processed, but distributed within three days of test performance. Tests that do
not meet the required specification are immediately phoned to the proper authority at the
time that the test is run. Should you need daily written reports of laboratory tests, we can
fax them to your office, at no extra charge.

BUDGET CONTROL

Costs are monitored on a weekly, or daily basis for large projects. We track actual vs.
budgeted costs and man-hours. Schedule changes are reviewed in terms of causes such
as: added work, weather impact, contractor or equipment delays, non-compliance with
plans or specifications, or special circumstances.

LABORATORY QUALIFICATIONS

Smith-Emery GeoServices is qualified by the following organizations:

· San Francisco Airport Conunission
· Bureau of Building Inspection, City of San Francisco
· OSHPD (Office of Statewide Health Planning and Development) TE -
10000 -3
· Department of Building & Safety, City of Los Angeles, License No.
2122
· California Department of Transportation, (CALTRANS)
· Bay Area Rapid Transit, (BART)
