Consultant Scope of Services: <br /> <br />1. Meet with City engineering, operations, maintenance and accounting staff to solicit input on <br /> existing system problems, costs and lease agreements. Determine existing communication <br /> system configuration (eg number of ADN lines, number of PLCs per line, etc.). Determine <br /> from Pacific Bell any future plans for ADN service cost increases (or decreases). Compile <br /> information for use in analyses and report development. <br /> <br />2. Survey other City departments with respect to their general requirements, quality of <br /> telephone service and actions taken or planned. <br /> <br />3. Evaluate alternative SCADA communication system configurations and recommend the <br /> system that best meets the needs of the SCADA system. Factors to be considered are <br /> reliability, existing and future SCADA system needs, hardware interface requirements, and <br /> cost. Based on Task 1 above, media to be studied may include all or some of the following: <br /> the existing digital telephone service, leased analog telephone, City-owned cable, VHF/UHF <br /> radio, 900 MHz (unlicensed) spread spectrum MAS radio, and standard 900 MHz MAS <br /> radio. The recommended solution may be a combination of several media. <br /> <br />4. Document the study findings in a technical report. Submit a draft of the report, conduct a <br /> final review meeting, and publish a final report.
