10. LEAD-BASED PAINT <br /> <br /> The use of lead-based paint is prohibited on residential property. <br /> <br />11. MONITORING <br /> <br /> All services performed and payments made pursuant to this <br /> agreement shall be monitored according to the protocols set forth <br /> in Exhibit A. <br /> <br />12. PROGRAM SPECIFIC REQUIREMENTS <br /> Program specific requirements are contained in Exhibit A. <br /> <br />13. ALTERATION OF AGREEMENT <br /> <br /> This agreement is entire and contains all the terms and conditions <br /> agreed upon by the parties. No alteration or variation shall be <br /> valid unless made in writing and signed by the parties hereto, and <br /> no oral understanding or agreement shall be binding on the parties <br /> hereto. <br /> <br />14. INTERPRETATION AND ENFORCEMENT <br /> <br />A.
