Establishment of a policy of area-wide solicitation of bids <br /> for trucks of two tons or more; <br /> 2. Elimination of the bid security; <br /> 3. Obtaining the approval of distribution of funds prior to <br /> delivery so that payment may be made after inspection and <br /> acceptance; and <br /> 4.
