<br /> 4 A71 security arrangements for this event, including tfie use of
<br /> private security personnel, off-duty sworn police personnel, and
<br /> all volunteers utilized for traffic control or other security

<br /> ing these items which are contained in the Letter Permit issued
<br /> to the Peninsula Celebration Association and the National Broad-
<br /> casting Company, dated April 1, 1977, regarding the "Good Times
<br /> Parade "
