^ <br /> � <br /> STAFF REPORT <br /> PLANNING COi�LMISSION AGENDA ITEM NO 16 <br /> �.- AUGUST 2, 1977 <br /> REVISION TO FINAL REPORT <br /> SOLID WASTE MANAGEMENT PLAN FOR SAN MATEO COUNTY <br /> The Office of the City Manager has requested that the Planning Co�ission <br /> review the Revision to Final Repor[ - Solid Waste Management Plan, San Mateo <br /> County, and make whatever recommenaations it deems a�propriate. <br /> _ The Planning'Commi§sion re•iemed Che "Final Reporc" at its mee[ing of January <br /> 6, 1976. At that time, i� recommended to the Council tha[: <br /> - �. _ <br /> > <br /> "...t.ze City of Redwood City end�rse the Final Report of the Solid Waste <br /> Management Plan for San Mateo County, California, with the following <br /> conditions: <br /> 1) That [he Plan place more emphasis on research and development for <br /> resource recovery systems, and <br /> 2) That the Plan assign to the public sector [he prime responsibility <br /> for developing and coordinating programs to expedite development of <br /> feasible resource recovery systems in San Mateo County at the ear- <br /> liest possible date, and <br /> ` <br /> 3) That absent these cond�tions, the final report be re�ected." <br /> The City Council adopted Resolution No 7540 on January 19, 1976, endorsing <br /> certain features of the Solid Waste Management Plan Final Report, 1975 �;nd <br /> concurrently issued a minute order ordering that a covering letter accompa- <br /> nying the above resolutioa be sent to the Board of Supervisors pointing out <br /> the Planning Commission recommendation that the Plan place more emphasis on <br /> reseaxch and de3�lopment for resource rzcovery systems <br /> In the intervening months, the County staff, in collaboration wi[h the Solid <br /> Waste Advisory Committee, has �repared this revision to the Final Report which <br /> staff has reviewed. This document has moved considerably in the darec.ion <br /> recommended by your Commission, despif�e certain weaknesses and ambiguieies <br /> Fc: example, an estimate oi the long-term resource -_ecovery system capital <br /> costs are given, but it i� not clear whether such costs are for improvements <br /> only or include site acquisicion and aevelopment costs also Hopefully, at <br /> the next annual review of the Plan many of the present weaknesses and ambi- <br /> guities wiil be refined out of it <br /> Staff thereTOre recoimneras �hat che Planning Commission recon¢nend to the City <br /> Council that the City of Redwood City endorse the Revision to Final Report - <br /> Solid Waste Management ?lan, San �taLeo County, Ca.itornia <br /> RS (7-26-77) <br />
