(Page 10 of the City Manager's report of July 1, 1977 is as <br /> follows , <br /> "If such a transfer is favorably decided upon, then the following <br /> factors should be considered, agreed upon and addressed in the <br /> agreement or other instrument by which the transfer is effected• <br /> "1. The future recreational use of the Marina area, however <br /> that may be defined�should be protected. <br /> "2 Administrative responsibil�ties for the security and patrol <br /> of the entire Marina area should be transferred to the Port. <br /> This should include responsibiltty for all waterways under <br /> the �urisdiction of the City. <br /> "3 A reasonable and adequate financial arrangement should be <br /> concluded between the City and the Port, taking into con- <br /> sideration the factors delineated in this report. <br /> "4 Responsibility for the poltcy and administration of all <br /> leases in the Marina area should clearly be assigned to <br /> the Port <br /> "5 A separate contract should be entered into between the City <br /> and the Port relative to all City services to be provided <br /> to the area under the admintstrative �urtsdiction of the <br /> Port ") <br />
