" \1t r
i l
` i Y '£
1
j May 19, 1978
t
, To: James M. Fales, 3r., City Manager
From: Jack P. Ference, Director of Finance
Sub: Senate Bill No. 2212
I Attached is a copy of Senate Bill No. 2212, introduced
by Senator Arlen Gegorio, relating to property tax
distributions under Proposition No. 13 for the 1978-79
' Fiscal Year.
' This bill, in its present form, should be strongly
opposed by the City as it provides that the County
Board of Supervisors may, where the collective requests
from the taxing entities within the County exceed the
maximum whach the County may receive from property
taxes under Proposition No. 13, that the Board of
' Supervisors may reduce or eliminate entirely the
amount requested in order that the overall levy will
not be exceeded. This particular section gives no
protection to the City whatsoever. We must have
assurance that the City will at least receive a
, proportionate share of taxes.
Amendment of this bill to provide that the City would
, receive at least the saae proportionate share of taxes
levied within the respective 7urisdiction for 1978-79 as
was levied and received by the City in 1977-78 would make
this bill palatable.
The above statute is an emergency statute and would become
effect Jul 18.
 w.
JPF/r
i
,
