: <br /> . -�_ <br /> Attachment to Minute Order No 78-19 <br /> (The Proposal is described in Legislative Committee Report No 78-1 <br /> as follows <br /> "(2) Property Tax Relief four Committee has reviewed the <br /> League of California Cities'/County Supervisors Association <br /> of California's proposals for property tax relief Those <br /> proposals include a program of local government "revenue <br /> sharing" under which State surplus funds would be subvented to <br /> local governmental entities. No tax increase would be re- <br /> quired in connection therewith The plan would include the <br /> requirement that the Legislature would be sub,7ect to a com- <br /> parable State revenue limit and that State surplus revenues <br /> would be redirected into a reserve fund, and that a ma�or <br /> portion of that surplus would be subvented as local govern- <br /> ment revenue sharing and for additional property tax relief <br /> The program would be permanent, with an emphasis on general <br /> fund and urban housing purposes <br /> "The proposal also includes reasonable but effective <br /> property tax l�mits which, if in con,7unction with State <br /> revenue sharing, would make a meaningful shift away from <br /> local governments' dependence on the property tax Revenue <br /> limits would be ad,7usted by the inflationary growth of costs <br /> for existing services Moreover, a base or initial year of <br /> 1976-77 or 1977-78 would be chosen partially to offset the <br /> cycl�cal effects of recent Federal fund allocations to local <br /> entities <br /> "Finally, the proposals include the requirement that some <br /> �5,000,000 would be transferred to the S B 90 Board of Control <br /> as an advanced appropriation to reduce the time for payment of <br /> reimbursements to local entities under bills requir�ng S B 90 <br /> payments <br /> "Your Committee recommends approval of the ,7oint League/ <br /> CSAC property tax proposal ") <br />
