��7 <br /> COMMUNITY DEVELOPMENT PROGRAM <br /> Community Planning (continued) <br /> the ob�ectives of programs which can be eliminated, and, <br /> therefore, that the following be eliminated <br /> Long Range Planning 1977-78 Ob�ectives and Comments <br /> � "1 Survey community attitudes toward adopted ob�ectives, <br /> _ plans and programs" <br /> "4. Increase the data base for community development de- <br /> cision making" <br /> "5. Expand the Housing Element of the General Plan", <br /> and that the Port provide greater financial participation <br /> with regard to "2. Complete the Waterfront Special Area <br /> Plan", <br /> and with regard to Current Pro,7ects Planning, eliminate <br /> "4 Develop condominium conversion regulattons", <br /> and that one Planner position be eliminated from the Recom- <br /> mended Annual Budget 1977-78. <br /> City Manager Fales suggested that if Council wishes to eliminate <br /> all or a part of a program that, rather than identify the par- <br /> ticular position or positions which might be eliminated by <br /> classification, it would be preferable to direct him to consult <br /> , with the department head as to which position or positions might <br /> be eliminated by the elimination of spec�fic ob�ectives. He <br /> noted that the ob,7ectives proposed to be eliminated may be funded <br /> by the Housing and Community Development Block Grant, for ex- <br /> ample, and their elimination might not affect the duties of a <br /> regular department planner <br /> It was pointed out that the Port is contributing $30,942 to the <br /> Community Development Program so that their share of its cost <br /> was evidently taken into consideration by the City Manager and <br /> Director of Finance , <br /> Lengthy discussion followed concerning the items already included <br /> in the HCDA application, the fact that the Port is a small part <br /> of the waterfront area of the City, whether or not it is de- <br /> sirable to contract for the services of a planner as needed <br /> rather than employ a fulltime planner, the Planning Department <br /> assignments generated by the Council, the Planning Commission <br /> and the community, the need to retain the ability to make quick <br /> decisions by having adequate staff, the fact that parts of <br /> positions may be funded in various ways and a full position may <br /> not be involved, the desirability of advising the Manager which <br /> parts of the Budget the Council desires to eliminate and per- <br /> mitting the Manager to report back as to the effect of their <br /> proposed action on personnel requirements, the need for ade- <br /> , quate time to evaluate that effect, and the desire of Council <br /> to have the Manager's report before taking action to eliminate <br /> ob�ectives of the Community Planning Program. <br /> -4- Ad� Mtg <br /> 5/7/77 <br /> Budget <br />
