256 <br /> TRANSPORTATION PROGRAM (continued) <br /> Street facility Improvements (pg 41) <br /> No Discussion <br /> Parkin (pg 42) ' <br /> General comments related to retirement of Parking Distr�ct <br /> Bonds w�thin a few years, the fact that Parking Bonds revenues <br /> may be used for that portion of a new library involving parking <br /> fac�l�ties, whether parking meters should be el�minated, and <br /> , inadequacy of parking downtown , <br /> Administration of Transportation Program (pg 44) <br /> No discussion <br /> ENVIRONMENTAI SUPPORT AND PROTECTION (pp 45-59) <br /> Clean Streets (pg 46) <br /> Comment was made concerning compla�nts on the quality and fre- <br /> quency of street sweeping, and the inability to sweep streets <br /> due to parked cars, the difficulty in posting schedules because <br /> of the many variables �n conditions, the fact that �n the past, <br /> when sweeping was done weekly, the residents were accustomed to <br /> having their streets swept on a definite day and removed their <br /> cars from the street accordingly, but that is no longer the <br /> case with the reduced sweeping schedule Other problems men- ' <br /> tioned were that some residents deposit leaves and yard clippings <br /> at the curb expecting the street sweeper to remove them, debris <br /> that is not removed either will block the storm drains causing <br /> flooding, or enters the storm dra�n system and creeks and <br /> eventually ends in the Bay It was su9gested that the resi- <br /> dents need to take more interest in helping to keep the C�ty <br /> clean Mr Pus�ch advised that it would not be feasible to use <br /> water bill�ng to notify residents of street sweep�ng schedule, <br /> partly due to the fact that a resident is not necessarily the <br /> ' person billed for water service <br /> In response to question by Counc�l regarding the number of <br /> Equ�pment Operators in the Public Works Department, Mr Pusich <br /> advised that there is an Equipment Operator pool, that there is <br /> a schedule which shows how the duties vary in the different <br /> seasons There are two Equipment Qperators assigned full t}me <br /> to street sweeping, and others are assigned to duties such as <br /> cleaning catch basins, f�llinq potholes, etc <br /> MOTION Councilman Norris moved, seconded by Councilman Rhodes, <br /> to delete one Street Equipment Operator position (p9 122) <br /> ' Discussion followed regarding the possible effect on street <br /> sweeping service, the fact that the City is a year older re- <br /> quirin9 increased maintenance costs simply due to aging, that , <br /> one vacant position has been filled on an "as needed" basis, <br /> Ad,7 Mtg -9- <br /> 5/14/77 <br /> Budget <br />
