118 �, <br /> ; <br /> Dialer Alarm Prohibition � <br /> City Manager Fales referred to his report of January 7, 1977 regard- <br /> ing the proposed prohibition of dialer alarms and attaching report <br /> from the Chief of Police dated January 6 ' <br /> Discussion followed and Mr Fales and City Attorney Schricker com- <br /> mented and replied to questions concerning the undesirability of <br /> permitting dialer alarms to �am the City telephone system, the <br /> likelihood of malfunction of such alarms, whether or not inspections <br /> could be made by City staff to determine if such alarms are properly <br /> installed and operating and a fee charged for the service, the tm- <br /> poss�bility of determining in advance of receiving calls the number <br /> of devices which have been installed in the City, the desirability <br /> of citizens being able to call on police services when needed, the <br /> i�npossibility of determining from a dialer alarm recording the kind <br /> of emergency which may exist or whether or not the alarm is a false <br /> one, the intention of City staff to publicize that it is prohibited <br /> to preprogram dialer alarms to dial the Police Department, the fact <br /> that the subscriber to dialer alarm service and perhaps the vendor <br /> can be identified and prosecuted in the event prohibited calls are <br /> received, and the fact that the proposed ordinance merely prohibits <br /> preprogramming of the Police Department telephone number, but that <br /> any other number, such as that of a private security service, may <br /> be used. <br /> MOTION Title having been read, Councilman Bury introduced the <br /> following ordinance and moved, seconded by Councilman Biagi, its <br /> approval for first reading <br /> ORDINANCE ADDING SECTION 21 17 TO THE CODE OF THE CITY OF � <br /> REDWOOD CITY RELATING TO THE PROHIBITION OF AUTOMATIC CON- <br /> NECTIONS TO TELEPHONE TRUNKLINES OF THE CITY OF REDWOOD CITY <br /> The ordinance was approved for first readin9 unanimously by roll <br /> call vote <br /> Approval of specifications, call for bids - <br /> four automobtles <br /> City Manager Fales referred to his report of January 7, 1977 re- <br /> garding the sub�ect automohiles and attaching a report from the <br /> City Controller dated January 3. <br /> MOTION Title having been read, Councilman Barrett introduced the <br /> following resolution and moved, seconded by Councilman Biagi, its <br /> adoption <br /> RESOLUTION N0. 7747 APPROVING SPECIFICATIONS FOR THE FURNISHING <br /> OF FOUR AUTOMOBILES, AND AUTHORIZING CITY CLERK TO CALL FOR <br /> BIDS THEREFOR <br /> The resolution was adopted unanimously by roll call vote ' <br /> -5- <br /> Reg Mtg. <br /> 1/10/77 <br />
