2go � � ' <br /> EN�IRONMENTAL- SUPPORT AND PROTECTION PROGRAM (continued) <br /> Water Supplv and Distribution (Water System Adminlstrat�on, <br /> Water Customer Service 5ource of Supply Water Pumping, <br /> � Water Transmission and Distribution, Water S stem Re lacements, <br /> Water Svstem Improvements ' <br /> Mr Fales referred to the ant�cipated 43q increase in the price <br /> of water which will be imposed by the City of San Francisco and <br /> requested gu�dance from Council with regard to the manner in <br /> which the increase must be passed on to water customers He <br /> advised that the Port is expected to apply for funds under the <br /> Drou9ht Relief Program to make �t possible to reassemble their <br /> desalinization plant which would provide some fresh water for <br /> use of the Port area and for the fire flow there. <br /> In response to question, Mr Pusich advised that it has been <br /> recommended that the paving of water cuts in streets be accom- <br /> plished by contract since cost analysis indicates that it would <br /> be less expensive than using the City's street maintenance <br /> crews and that other street programs have suffered because of <br /> such use of the crews <br /> Mr Fales described the "lifeline" water rate used in some <br /> ,7urisd�ctions and indicated that it �s the expectation of the <br /> City that part of the 43% San Francisco rate increase for water <br /> will be eliminated when it can be determined that the water <br /> crisis is ended He said that if the rate is not lowered, it <br /> can be expected that the San Francisco Bay Area Water Users <br /> Association will pursue the matter of reduction of rates. � <br /> MOTION: Councilman Barrett moved, seconded by Councilman <br /> Biagi, that a"lifeline" rate be established with regard to ' <br /> the prospective water rate increase so that those using 10 <br /> units or less in a given billing period will receive no in- <br /> crease in water rates and that those using more than ten units <br /> in a given billing period will have water rates increased 36.4%. <br /> The motion carried unanimously by voice vote <br /> (MINUTE ORDER NO 77-110) <br /> Clif_ f Box1eY > Director of PROBE, thanked Council for approving <br /> the "lifeline" rate and commented concerning the possibility <br /> of providing assistance to low income persons in substandard <br /> homes who may require small plumbing repairs to stop leaking <br /> faucets, etc. It was explained that part of the W A T E.R. <br /> program involves assistance from The Salvation Army to such <br /> persons and that the Economic Opportunity Comm�ssion's <br /> "Handyman" pro�ect also meets similar needs. <br /> In response to questions, Mr Fales and Mr Pusich advised that <br /> waste of well water is not covered by the emergency water ordi- <br /> nance, that the County Department of Public Health and Welfare <br /> is responsible for making certain well water is not connected <br /> to the potable water supply, that salt intrusion has occurred , <br /> with regard to the City's old wells, and that no difficulties <br /> have been experienced with regard to malfunctioning of backflow <br /> val`ves <br /> Ad� Mtg. -z- '�- <br /> Budget <br /> 6/4/77 <br />
