302 <br /> the Council's des�re that the D}strict not attempt to inter�ect itself <br /> into City planning, and the fact that the District has taxing authority <br /> up to 10¢ on the tax rate and could reduce the present rate <br /> In response to suggestion of Councilman Rhodes, Mr Grench agreed <br /> to submit to the District Board for consideration the possibility of � <br /> establishing an advisory committee with a representative from each <br /> c�ty involved to consider such matters as the Draft Master Plan before <br /> Board decisions are made Mr. Grench's offer to send copies of <br /> agendas and minutes of Board meetings to the City Clerk for distri- <br /> bution to Council was accepted. <br /> MOTION Councilman Norris moved, seconded by Councilman Bury, that <br /> the City Council has received the Draft Open Space Plan of the Mid- <br /> peninsula Reg�onal Open Space District and after critical review <br /> finds that the values assigned to the waterfront area do not reflect <br /> an awareness of the soc�al-economic realities of the area and do not <br /> recog m ze the substantial areas that have already been set astde for <br /> open space <br /> AMENDMENT Councilman Biagi moved that Counc�l does not agree with <br /> the concept of the Open Space District <br /> AMENDMENT WITHDRAWN Upon advise of City Attorney Schricker that a <br /> separate action would be more appropriate, Councilman Biag� withdrew <br /> his amendment <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER N0. 77-122) <br /> MOTION Councilman Biag� moved, seconded by Councilman Bury, to re- ' <br /> affirm that the Council is not in favor of the Midpeninsula Regional <br /> Open Space D�strict, that it was not desired by voters of Redwood <br /> C�ty, and that the D}str�ct is requested to reduce the 10¢ tax rate, <br /> if it is within their power to do. <br /> The motion carried by ma,7ority voice vote, Mayor Leipzig determining <br /> that the vote was 6-1.
