Daniel, First Baptist <br /> Church. <br /> Rol-1--Cal l <br /> Councilmen present: Barrett, Biagi, Bury, Norris, Rhodes, Uega <br /> and Mayor Leipzig <br /> Councilmen absent None <br /> Officials and staff present: City Manager Fales, City Attorney <br /> Schricker, Assistant City Manager Smith, City Clerk Hildebrand and <br /> Planning Director Schroeter, Building and Transportation Director � <br /> Balsamo, Police Chief Bold <br /> Approval of Minutes - January 10, 1977 <br /> MOTION. Councilman Norris moved, seconded by Councilman Vega, to <br /> approve the Minutes of January 10, 1977 as submitted. <br /> The motion carried unanimously by vo�ce vote. <br /> Port Area Baseline Environmental Impact Report <br /> City Manager Fales referred to his report of January 14, 1977 regarding <br /> the proposed Port Area Baseline EIR and attaching report from the <br /> Director of Planning dated January 14 and a copy of the proposal of <br /> Hart-Krivatsy-Stubee (HKS) dated September 3 Mr. Fales advised that <br /> he has received coimnunications from Ideal Basic Industries'and Leslie <br /> Salt which represent written notice of approval from those companies. <br /> In response to question concerning Council intent and relating to the <br /> tnclusion in the proposal letter of consideration of an alternative <br /> for future development the "use of all, or a ma�or portion of the area <br /> designated for development for residential purposes" (Page 21, item a), � <br /> Planning Director Schroeter explained that the EIR must consider al- <br /> ternate uses for development of the property besides specific uses <br /> being proposed at 9iven times Mr Schroeter observed that since some <br /> bayside residential development has been constructed, the consultant <br /> would have to consider such development, although it is not necessary <br /> Reg.Mtg. <br /> 1/17/77 <br />
